I tried patch function, but it doesn't wrap around points.

Yes, same issue.
Picture a Y in three dimensional points so the Y is a tube, and the double leg is bent up 90 degrees. I need to turn this shape in points, into a 3d surface all the way around
Nothing in rhino will be "automagic" with this. It is a specialty area that usually requires more advanced, specialized software....
If your scan data is at very specific "levels", then you can use the curve-point cloud-point cloud section to generate curves through those levels and then get the surface from those curves.
If your scan data is kindof a big jumbled cloud, then you will need other tools.
I have a limited tool, but it will work "directionally" so I would be looking at various sections in a limited rotational angle, and then patching those together....
To just surface the entire bunch all at once, you will need more specialty tools, that cost a bit of money.
If you want to attach your point data here, I will take a simplistic look at it.
