Asking for advice Fanuc spindle drive A06B-6052

Our drive Fanuc A06B-6052-H0004 (small model3) recently became to issue full voltage to the regenerative resistor simultaneously with rotation in any of two directions. The most remarkably for me from our measurements is that accordingly a manual:
“CRU,CRV,IDC,VDC must be adjusted bellow 2,5mV when spindle stop.”
I can adjust them when MCC of the drive is off (EMG stop is off). But when I release EMG and MCC of the drive goes on (spindle is stopped) - CRU,CRV,IDC are All Right, but VDC becomes high - and from minimum to max position of its var. resistor RV25C it changes from 650 to 900mV.
Is that normal in your opinion? Could you propose some next step for measurement?
I have to say that I measured regenerative transistor - it's OK. (and when there's no rotation command - no voltage on Regen. resistor).

I would like to ask if someone could tell me (even theoritically) if it is permissible, or it's dangerous
for the drive to work for some time without regenerative resistor
(while we trying to understand the reason for isssuing voltage to regen. resistor simultaneously with rotating).
When I disconnect regen. resistor - spindle turns and stops normally.
