It is better to have the same brand machinetool in the workshop. Before deal with another brand check service feedback at your region first.
Staying with one brand was the initial plan. We experienced a fire and lost 5 machining centers, explained to Haas that we were rebuilding and would be buying all new machinery and I guess at 4 hours away they cant be bothered to drop by. Don't know what to think most bizarre interactions I believe I have ever had with a company I am trying to give my money to.
Really just need to know If I can deal with another HFO.
I guess I would call Haas Corporate and have a chat with them about the sales treatment.

On the page linked below, underneath where a couple of HFO (Phillips) offices are shown, is bunch of Sales and also Service people (names, email addresses and phone numbers) who are employees of Hass.

I think I'd start with one of the Hass "Customer Advocates", and if you don't get answers you like, go up the food chain!

You cannot really practically buy a HAAS from another HFO.
Yes, You can do it, out of area sales, but most don´t want to do it.
BUT ..
Call the manager of the HFO where you had the bad experience.
His contact details will be on the haas website or his webpage, usually both.
Tell him you want a better experience.
Don´t be nasty or vindictive.
Be professional.
It will happen.

If it does not, I know how to make it happen.
But I don´t want to get involved, much less for low $$ items.
But, the OP's problem is not lack of contact from the HFO, the problem is a negative experience with the HFO response. Quoting the original post:

Well, whatever you think any conversation has to be positive before it can be negative, to sides to every conversation, what the HFO would have told him, is to go online and do machine build quote, this is the normal way that you get any machine from Haas moving, the HFO will then contact you and go over the quote or suggest other options, it's a simple process and it works. you call up your local Haas dealer when you need service / new part or for some other problem but not normally to buy a machine.

I see that this page from HFO Phillips is titled:

That is Phillips one of the biggest Haas suppliers, not all have access to Phillips, they operate a show room and Tec training center not far from where I live, they used to have an outlet show room 15 miles from me, where they had demo days, and you could go there on invitation only, it was not a manned show room, they closed that recently and moved to the Tec center, Tennessee College of Applied Technology (Smyrna Campus) in Smyrna, TN, they cover 12 states and have 10 outlet show rooms.

Phillips have Global operations also. so, if you happen to be in one of their supported States then you will have a good HFO
They only have demo machines at the show rooms and not very many normally no more than 3 to 5 machines, the machines on the floor are for sale are all wired and running, which are used for demo days and training, when you order a machine, it normally comes direct from CA
Have you ever brought a Haas machine yourself, if you had you would know the process to get the machine you want.

I appreciate all the responses. Been a week since I used the Contact Us link on the Haas page requesting someone contact me with no response. Time to move on, just was hoping to stick with Haas since their control is familiar and I could use my existing rotary.
