Do you have a floppy drive? Is there a disk in it?
Your BIOS may be set with the boot order A: then C;. It this is the case, it will try to boot from A: if that does not have a floppy in it, will move on to C;. If it detects a disk in A; but it is not Bootable, it will fail.
Remove the floppy or change boot order to C: A: (or C: only if that is an option) and try again.

My suggestion wasn't about using the floppy drive, it was to keep it from causing the problem.
The easiest way to proceed is when prompted with that alarm, press F1 to enter setup and change the boot order to be C: only (or C: then Awhich will remove the A: drive from the bootup sequence. Once in the BIOS, you should verify if the system date and time is correct (or at least close). If it is off by months or years, your BIOS was more than likely corrupted or reset and you will need to reconfigure it (and probably change the battery first).
If this just started, I would assume either your BIOS changed and is now looking to the Floppy drive when it never did in the past, or someone inserted a non-bootable floppy which is causing the boot sequence to halt (if this is the case, just eject the floppy disk before powering on your machine). There is also the possibility that your floppy drive is causing the problem by falsely reporting a disk is present, but that seems unlikely.
