I don't see a problem. Your text is exactly the same size (96x62mm) in both the program window and the preview window.
is the program bed layout the size of your bed.
so for bugging you so much, but how do I change the size of my bed layout, I have I believe a 700mm x 500mm

Open your RDworks and under config there is page settings you can change it there
Bed size has nothing to do with it. If you set your text size 96mm x 62mm thats what the machine should cut. Unless you have a mm to inches conversion going on or a scaling issue.

You say Print or Preview? If you convert to gcode how big does it actually cut, set your machine zero up so it just cuts in the air. If it try's cut or engrave 96 inches instead of 96 mm you will see.
Most if not all Chinese lasers are set up for mm's. My USA made ULS could do either inches or mm's,
