I plan to print a wheel inner tube model of a children's bicycle for the finished product testing. Which material has the strength that meets the requirements of the test model? PLA is too brittle, can PLA+ filament meet the requirements?

Without knowing what the test requirements, dimensions of the model, and machine you are using are, I would suggest trying PETG next.
Don't go cheap on it either, a lot of the gripes you might hear about the material are because someone bought the cheapest spool they could find on Amazon. IC3D makes some of the best PETG I've ever used. Make sure to keep it as dry as possible, it can be very hygroscopic.
