Issues with speed on Huangyang VFD and 2.2 water cooled spindle

I have this VFD and Spindle (HuangYang VFD and 2.2 water cooled spindle) and cannot get the speed through the VFD itself to go above 200.4. I have the following settings so far.

PD005 to 400
PD004 to 400
PD003 to 400
PD072 to 400
PD144 to 3000

I have NOT tried to control or set up the spindle control in Mach3 yet. I just want to get things running. This is an upgrade from using a Bosch Router since 2013 I have out standing orders so I need to get this running. Any suggestions?
