Emcoturn 342 208V wiring.

Hi all:

I recently purchased an Emcoturn 342, and after hooking it up I get nothing. I bought it from eBay. But, I made the guy do videos of it running. It did. Not it doesn't When you turn the power switch, the LED lights on the control panel all light up for a nano-second, then...nothing. A small relay in the back is buzzing.

Any Ideas?
