When I start to cut, there is no arc from SteelTailor CNC cutting machine torch?

Please confirm it is the plasma problem or the cutting machine problem first, disconnect the two START wires, press MANUAL (old controller is AUTO, there is no manual), press CUTOXY, this time use a multi meter to test if the two START is short circuited, if it is, that means the cutting machine can give the right signal, you should check the plasma, if it is not short circuited, check the 25pin connector, the two START come from pin6 and pin18.
