matsuura mv 500 (1981) tool changer help

Hello and thanks in advance. I recently bought a matsuura mv 500 with a 16 tool tool changer on a carousel. when I put air to the machine the tool changer moves forward and down. when I go and manually actuate the switches for carousel forward and back I need to hit reset for it to back and forward, the switch to actuate it up and down will not pull it all the way up. all this time the atc light is green no matter where the carousel is but the machine wont move unless I un hook the air and push it to its limit tool changer home position then the machine will hand wheel and start spindle. has anyone had a similar problem or any idea where to start. this tool changer was working before the move. the air supply is at 80psi as recommended by matsuura. the solenoids have been cleaned.

any ideas?
