I read somewhere that 1/4" shank carbide bits tend to ring.
Boy do they ever! I'm using an Onsrud 52-285 (upcut 2-flute 1/4", 1/4 shank) in 3/4" BCX plywood.
What is the ringing telling me? Can I reduce it by adjusting feed, rpm, DOC?

Probably too much RPM for the material, or not enough IPM. Basically you are not taking a good cut for each flute on the tool.
I use single flute cutters on my CNC Router, they work much quieter and give a better chip.
What RPM, IPM, DOC are you cutting at?
