That is very, very hard to do well.
Step 1: make mandrel which is a snug fit in pulley, mount pulley on it tightly
Step 2: with mandrel in lathe, turn down rim of pulley slightly: circumference AND face
Step 3: mount pulley by itself in chuck using rim and face - and clock it up anyhow
Step 4: bore out slowly
Note that all steps must be done very carefully on a good lathe if you want to spin it at high speed later.

I would think since you asked "Will it be absolutely necessary to get it perfectly centered in order to avoid any vibration at speeds up to 10 000 rpm?" that you will be better off buying the correct size. At that speed, it all needs to be perfectly concentric and balanced to operate correctly. Safety is also a real concern on pulleys at that speed.
Lee has a very good point: it needs to be centred AND balanced, for 10k.
