M10 & M11 won’t work

I have recently started at a pipe threading machine shop that uses the foot pedal to open and close the chucks after positioning the pipe. I have been in the industry for 20 years and have never seen this process done like this. I have tried to use M10 and M11 and it only takes on some of the machines. The 403 and 603 the light on the control board lights up and shows it’s taking it and sending the signal but it’s not activating the solenoids. On the machines I was able to make it work on all I had to do was change the chucking foot pedal to invalid. Is there a setting, parameter, or switch that I need to change on the 403s and 603s?
