Puma 12 blowing fuse 1 and 2

Hello, first time posting anything. I have a puma 12 with 0-t control and when i power up the control it blows fuse 1 and 2 in the electrical cabinet. Operators cleaned coolant tank recently and when the plugged the chip conveyor in they said sparks flew out of the plug. I wasnt there but he said it was a big spark. I have unplugged conveyor and same problem. I have checked power coming in and its good but on transformer i have voltage in the 0V wires and the 200V has 220V and the 220V has 240. I have 16V in the 0V wire. Is my transformer bad?
