Is this a voltage problem or perhaps a controller problem

I just replaced a 150w reci tube with a 150w GSI tube. Same easy replacement. However when testing at 100% power the tube barely fires. If I hit the test fire button, I get the same result. However, when I press RESET the laser gives a good firing - enough to burn the wood under the head. Anyone have an idea what is going on? I'm not a laser tech by any stretch so I'm only assuming a change in voltage (or current) causes the change from one power level to another. Any help on what I could check would be appreciated. thanks!
