What about spindle speed override?
Check if the spindle speed is possible to change using the spindle speed override knob.

Try setting your max spindle speed with the G50 Zxxxx where xxxx is your maximum spindle speed.
You stated that there was no G50 specified, but you may have a situation where a previous setting is still in place and by re-entering the new limit, it may reset the maximum RPM.
Don't forget to also set your high gear range, usually M42 for that machine.
Worth a try.
