Hitachi VFD and Smoothstepper

Hello,
I can not seem to get my ESS to output the 0-10v correctly. Here is my setup.

Mach4
Ethernet Smoothstepper
C82 board from Cnc4pc. Wired to the VFD. The C82 has two relays for the spindle on and off. So far those work. Now I am working on the RPM and I can't get Mach4 to talk to the C82 outputs. I check the voltage on the C82 and it does not change when it changes on Mach4. I figure its a settings in the warp9 settings but I am unsure. What should I be looking at?
