Z moves in scallop finishing operation

Does anyone else get huge z move when using the scallop operation. I’ve used it on a couple of parts and both times it wants to go up to about the tool change height every time it moves to a new portion of the part. Once it even wanted to go higher than the mill was capable of going. It is easy enough to edit out the z moves but I’m wondering if I’m missing some setting or something.
