Need help with DIY mill spindle

Hello
I need help with making spindle. I would like to do my own spindle for metal mill.i bought used mill without spindle,with gearbox. My spindle would be belt driven.
My problem is preloading AC bearings,want to use 7009 or similar. I don't have measuring device and grinding machine to make spacers to set preload. . I have access to cnc lathe but that is pretty much all I got.

Is there any way around it? Is there any shop to buy it from there?
For now it is only hobby and I don't want spend too much cash for it,but I would like to do it as good as I can.
