I think that SoftONE-CNC can do your request, which mean that can make conversion of DXF files and back blot if necessary, edit the length of leadin(leadout) or remove leadin and leadout...

If have already a DXF to CNC software and you need only edit the leadin and leadout lines probably you need other application.
Can you explain more detailed what tasks should made the software that...
