My dead spindle question is now resolved. Got an answer elsewhere which found that my MDI input was faulty for the 21-T.

In MDI mode I need to enter
M03S500;
input
green Cycle Start...

Still no luck with this thing...

I homed the machine which worked fine. Have also tried using the MDI mode to enter some G codes and they don't seem to do anything. Maybe i'm misunderstanding how...

it seems I have hydraulic pressure. the right hand pressure gauge reads 400psi. the left one is at zero however. I've tested the X, Z, Turret indexing, and tailstock quill to all be working.
