Hurco uses a USB dongle now but good luck getting it without buying the software again. Not sure if they offer upgrades to Winmax-PC.

The security device is very voltage sensitive. Try connecting an old printer to the port and see if it comes up ( this will alter the voltage). You cannot add a card to the old ISA (multibus system)....

Ultimax II cannot read a PC format floppy. Use the RS232 port.

If your machine is an Ultimax 2 then the batteries could be an issue, If it is an Ultimax 3 then the software is on a hard disk so no worries, although there is a cmos battery on the CPU board....

It really depends on what you want to make on the machine. The Hurco is better Iron and better controls but is more expensive.

If a key is not stuck then the problem will be either the scan clock on the MPU brd or the Front Panel brd has a bad mux chip. Do you have any spare boards?
