The 'Part Wizard' in Enroute which you are referencing allows for the quick design and output of various shapes such as gussets, etc. It has nothing to do at all with 'parametric design' which allows...
Enroute does not have the parametric part capability that you describe nor is there an option to do so.
I do not know of any CAM packages that do. Most of the parametric parts design capabilities...
