I know this isn't the exact answer you're looking for... but I would use the g93 post for the toolpaths you want, then 94 post for those toolpaths. Then either run separately or combine files

I've sped up both velocity and acceleration many times thinking this axis is going too slow and maybe losing track of other axis with same problem. So it's definitely not losing steps from going too...

Do you have a negative value for your Z depth cut below the surface?

A trick I use. If your final toolpath is going to have .005" step over.... just use .100" or .050" until you can see it's what you want. Then recalculate toolpath to your final step over.
