when a VFD starts to mess with you this way, the best thing to do is to go to "Clr" and start from scratch. (reset all parameters)

and set the settings.
the ones that actually is...

try to disconnect the wires on STF and STR, and try with a jumper between SD and STF, with spindle speed turned up, and see if it starts now.
if it still won't budge, measure if you have any voltage...

Have you set the VFD to remote operation?
and have you set what input on the VFD does...
