I have read that IP67 means that it is resistant to being 1m deep underwater for 30 minutes.
Does it mean that the measuring performance is not affected by liquids? Because I would have thought...

I would introduce yourself to job shops near by and send emails the ones that are a little further away. Might be worth getting some business cards printed so that they can keep your details easily....

Also I've read that overtightening pull studs on holders can cause issues with the finish.

You could ask your machine supplier about switching from Linear to SMPS.
They might be able to advise about electromagnetic interferences and RF interferences
They may even offer EMI...
I was wondering how you got on with this? Did you measure an existing collet and manage to replicate it? I've seen some similar projects on home engine model machinist.
I've not heard of AlTiNS. I assume that it is Aluminium titanium nitride coating with the additional of an element beginning with S. What does the additional S standard for?
I wonder if this has changed much in China since 2006?
