In the Mach3 Config \ General Logic Configuration, on the far right side there is a 'Spindle OV increment' setting which can be changed.
Not sure about the feed rate, but mine seems to go at...

Also in XP, in the Device Manager, for Computer, update the driver from 'ACPI PC' to 'Standard PC', you can do this my choosing the install from a specific location, and manually choosing the driver...
In the Device Manager make sure you have changed the Computer setting from ACPI PC to Standard PC and reboot, this will bypass some of the laptops power saving and timing features that can interfere...

This is true if just using it as shielding, but from the wiring diagrams for the driver board, it is being used as the return common for the four motor phase wires.
My first guess would be that the Open Load detection circuit is operating, i.e. the meter isn't providing the load of a real motor so the circuit is protecting the chip.
