from my experience the flow rate should be around 6 to 9l/minute in order to avoid overheating the tube what could destroy the tube very fast.
to hook up a mA meter is a must to avoid...

I don't quite understand what you need . if your K40 does not cut at least 1/8 ( 3mm) acrylic with 15mA ( never go higher and watch the cooling water temperatur it should never go above...

first the un sharp lines could be dirty mirrors and lens and out of focus .
the jumping is normal depending on what you cut because every time the laser starts it will jump.
