I just had the same problem. What fixed it was to reload my bubble memory from scratch. Luckily I bout a Memex card that allowed me to do this with 2 buttons.

I bought some Fanuc 11 manuals on ebay. They are very useful. Some things are still specific to the tool manufacturer. Have you homed the machine first?
