    Last time I tried a 4 axis tool path with Fusion 360 I learned it's 3 axis +1, meaning 3 axis plus indexing. I was hoping for 4 axis simultaneous.

    Is black pipe commonly available in your area ? It's used for things like sprinkler systems and natural gas.
    It's much stiffer than curtain rod and has no coating to flake.

    Feed Move < program stalls here or possibly line before here

    This is from memory as I don't have a machine with spindle feedback...

    If the motion command following M3 is G00 (rapid) does the machine still refuse to move? I think spindle-at-speed only inhibits...

    If you can access whatever retains the wipers I would try sliding the wipers to the ends of the travel. With the wipers out of the way try a combination of movement and some type of friendly solvent.

    In the attached thumbnail of post #7 the green text is editable, G28 can be disabled here.
