AutoCad Civil 3D, its basically meant for building surfaces.

For about $50-$80 you can pickup a used paintball gun HPA tank and a low pressure reg for tuning output.
Depending on the volume of air your actuators need it...

Another option is to use the "multiple" option in PEDIT.
This allows you to select all the objects you'd like to join at once and gives you the option of a "fuzz" distance.

I did try to Batch plot this morning and got it to work somewhat.
I'll try to post the steps I took to batch plot to a network printer in work tommorow.
