    It should not go slower unless you changed the velocity or acceleration settings. For lost steps to cause a lower speed, it would almost certainly be stalling, and not running smoothly at all.

    Make sure the spindle is not spinning backwards, which would be my first guess.

    Fwiw, at 18,000 rpm, you should be able to cut MDF 1/8" deep at 300-350ipm no problem. 48"/min will burn up the bit.

    On our 10,000 lb router at work, if a small chip gets between the spindle and toolholder during a toolchange, it sounds the same way, with just the toolholder of by a few thousandths.
