might have to do with the diameter of your tool not being able to reach or cut the material. not 100% sure on your strip of material being left. got a pic?
opti core one of my favs ya do .003 for roughing shortens the program length and runs quicker. upcut rocks too. waterline works wonders if u add cuts and set your stepover u may have to isolate some...
personaly id use waterline and contain to the outside depths of .005 and add cuts max profile step over of .005. could scream if you got a decent spindle and look ahead.
