I often rigid tap on my Haas machines up to about 1600 rpm without issue. IF you can only run 700, something is wrong. My machines are older, though. 1998 through 2012.
A little hard to guess from here. What material are you cutting? If you change feed(dial it back) does it still error? What cutter make/model/flutes, and what kind of holder?

Check to be sure the switches are not sticking when it's looking for home position. They are get gummed up, or go bad, and cause something like this.... A can of cleaner can be your friend.
