They should have a much better file of the post's emblem as they use it for business cards and letterheads. See if they can send that one to you. Just looking around I found a picture with about 6...

It would help if you found a higher resolution picture to work from, this one is to pixelated to do much with except do a trace by hand which takes some time.

What font? All caps or not? How big? Straight or curved? To make a file these questions need to be answered or the file you get will not be what you really want.
