Lathe gang tooling and dowel pin questions

I'm building a small gang tooled lathe. Here is the full build thread: http://cnczone.com/forums/showthread.php?t=92337

I'm ready to figure out how to attach the tooling to the tooling plate.
My thoughts so far are to use two dowel pins and one bolt for each tool holder. o=hole for dowel pin, x=threaded hole for bolt

    o x o
    o x o
    o x o
    o x o
    o x o

If I can do this accurately I can drop tools on and have them be accurately located in X and Z. Open to suggestions.

I've never used dowel pins before. Tooling plate is ground O1 tool steel. Here is my plan so far. Spot drill, drill with C drill (.242"), ream with .251" reamer. Open to suggestions.

    Thanks, --Will

I'd use locating pins like this. A little more forgiving than two dowel pin locators.

I get the redundent locating idea. Could I get away with grinding some flats on a dowel pin instead of paying for a fancy locating pin?
