1. Is it necessary to reset F4 and F7 for each individual part?
2. When it's set on job repeat, why does it switch from IPM to IPR?

I think you might be referring to the "Manual Run" option on the Run menu, for cranking through a part program with an MPG handwheel instead of following programmed feedrates.
If so, it makes sense that they would reset it for every job. It was intended as a trial run / proving-in feature, not a way to machine production parts. If the software left it on indefinitely, people would be calling tech support wondering why the job doesn't run when they press Cycle Start.
I assume you mean going from the end of the first part back to the start of the next. Using the Job Repeat feature is just like running the part repeatedly with Cycle Start, except that you don't have to keep pressing Cycle Start.2. When it's set on job repeat, why does it switch from IPM to IPR?
Just as when you run a job, let it finish, then start it over with Cycle Start, all modal values are set back to defaults: G0 (Rapid mode), G97 (RPM mode), G99 (feed-per-revolution mode), G20 or G21 (inch or metric, depending on your control configuration), etc..
Are you saying that it runs certain moves in G99 (feed-per-revolution mode) even after a point in your program where you have programmed a G98 for feed-per-minute?
If so, please let us know what software version you are running (see the F1/Setup screen) and post the G code program.
