Sounds like a vacuum line has come off somewhere. You'll need to trace the vacuum lines back until you find the problem. Usually you can hear it leaking if you listen carefully.

I checked and cleaned all the pipes . When I start my machine in winter I have to wait a while before I can use it because all the stops and lifters keep popping up and down . Has that got some thing to do with the vacuum ? What pressure should the gauge be on ?
I've never used a Biesse, so can't really help much more.
My suggestion of the loose line is based on my experience with similar machines.
As for the stops and lifters, sounds like possibly water in your air lines??
