How to fix tool in Random Tool Change using Code?

I am looking for a solution to fix a tool position in a machine with random tool changer using code. You can send for example a G10 to a machine controller and change an offset.
I want to send a (???) to the controller to fix the location. Is it possible?

We are developing an automatic machine setup module for our tool management system. The problem is that our module does not know if a tool was fixed on the controller. It could therefore install a tool into an empty spacing pocked. So we have to solve this problem.

You can find the tool management system under Tool Wall - CNC Tool Storage

In a nutshell, maybe random ATC's are builder specific. Some, like a lot of horizontals, will use a Fanuc power mate, others will use counters in the PMC. Others will have some other brand PLC/controller just for the tool changers. Not going to be one answer for all.
