Harbor Freight router speed controller fix

I have a microcarve A4 table top CNC router. I have installed a Bosch Colt trim router as the spindle. The slowest speed that it will run at is about 15000rpm. I want it to run more slowly so I got a Harbor Freight router speed controller to control it. I disabled the soft start in the Colt and plugged it into the HF controller. Using my HF laser tachometer I measured the speed of the Colt. The slowest speed I could get with the speed controller was a little over 18000rpm! Not the direction I was hoping to go. Does anyone know how to modify the speed controller to get the speed of the router down farther? Or does anyone have a different solution for this problem without spending hundreds of dollars?
    Thanks,
    Mark

Get the fixed speed Colt instead.

Bypass the variable speed electronics in the Colt, and you should have a fixed speed Colt.

The fixed speed Colt goes about 30000 rpm, so it doesn't solve my problem of lowering the speed.

    Super PID

I know you said you didn't want to spend hundreds of dollars but the Super PID is a great value at around $155.00 if it will meet your needs.
