When you power up does it seek the floppy (does the LED on the floppy light up for a few seconds)? This will tell you if the mother board is alive. You can also hook up a speaker to the mother board. The number of beeps it emits are an error code.
If everything is dead, you may have a PC power suppy issue. Very cheap to replace.
If CMOS back up battery is dead, it will need the CMOS reset which includes the hard drive parameters (heads, sectors, cylinders) so the hard drive can be accessed correctly. I do not know of anyone in your area.
