I am curious, what is the point of "fixtures" under the Model tab?

they can't be what I would commonly think of a fixture as Sprut insists on running my 1/2" end mill right through them...

so if they are not for setting up a fixture (ie milling keep out area) what are they for? are they purely for decoration?

If you have it set up right SC will avoid your fixtures.
I think there is video tutorial at SC America. I'm on the phone and I can't get you a link but if you search you will find it.
