I am looking to create either a 2d sketch or a revolve solid of a few different cutting tools. Ex. Porting tools and special makes that may come up.

Is there a way to draw or model the tool and then save it to a tool library?

Yes you can.

Make sure you have write access to the tool library.

From the create tool dialog is an option to Export tool part file. The name of the tool in the library and the file you create in the library graphics folder must match.
