Looks like tube. But only looks.
You may check you laser power supply imiedietly if you do not afraid elekticity :- D
Turn machine off and wait half an hour.
Than mount unisolated (5-10mm) Ground cable side by side with unisolated Anode (red) cable that normally feeds your laser tube.
About 30mm one from another.
Take care when you strip isolation wrapped around laser anode input. It is metal-in-glass and very fragile.
Set those cables on a piece of wood isolated from machine body and far from any human.
Than set your laser machine to 100% power and about 1-1.5 second time.
Move away more than 1 meter off those cables and fire laser.
You should see pefect, strong and stable arc welding both wires.
If there is no arc or arc is not strong and stable than you may change you PSU.
