When pulling air from a cabinet, every little nook and cranny needs to be sealed as dust, dirt and moisture will get sucked in as cabinet pressure is below ambient.
Cabinets are normally at higher pressure to keep out the the contaminants.
If air flow is bad, fix the airflow, but do suck it in through a nice filter system, with the outlet flow from the fan blowing on the hottest parts.
The fancy good sealed cabinets have a refrigeration reverse cycle aircon in the back (or somewhere) to exchange the heat, and no outside air goes in or out.
This also allows the machine to run in very low temperature environments without the risk of condensation on electronic assemblies.
