I’d like to know where the rest of the world sets their Z zero on a corner round end mill. I have used the tool tip and also the top of the radius depending on where I was working.

I assume you mean a "concave" corner rounding cutter?
I prefer the top runout for my zero

I use 2 points when setting any end mill (square or radius)
Flutes at large diameter (above radius for X/Y locations)
Of course the lowest/end for the Z height/length.
If concave, same procedure. Subtract concave radius from diameter AND length.
