M03 spin up delay still there, even after setting the value to 0 in spindle setup

Does anyone know if the spindle delay parameter is controlled from somewhere other than Ports and Pins / Spindle Setup?

I recently removed the need for the delay, and set the values to 0, but it still waits whenever it encounters an M3 in the code.

Are you using a vfd and if so does it have a parameter for ramp up internal to vfd???
