I have Mach 3 ........set my stepper speeds at 60 ipm, acc at 5, steps at 9600. It seems to be fine. I can jog at 60 ipm max. Why when i tell the tool to go home it will exceed this speed?

This is just a thought and may not be correct but it may display the actual speed of the tool, that is the composite of x and y, not just one or the other by itself. If you are going 60 ipm in the X and 60 ipm in the Y then the tool is actually moving at 85 ipm diagonally. It is a pythagorean theorem deal. I would imagine this is correct because that is how mach keeps the feed rate the same on a diagonal cut as on a straight cut. If 2 axes are involved each one has to move slower to make the tool go the same speed.
