Any suggestions on making this? Router versus Mill?

Hi everyone... I'm new here and am in the process of trying to read (catch up) on all the cool things to read on this site. I'm desperately trying to figure out whether I need to use a cnc router versus a cnc mill for this. I want to make patterns that would be "gouged" out of Aluminum plate. From what I'm reading, The mills don't have the work area for my desired size 48" x 48" - my concern is that if I build or buy a CNC router that I would be over working the machine from day 1. My interest lies primarily with carving, making plaques and such, with Aluminum. Can someone point me in the right direction.
