How do I convert JPEG drawing to IGS file for fusion 360?

Hi guys, I'm new to Fusion 360.
I've been playing around with it a bit.
My daughter made a simple drawing with Windows Paint, and saved it as a JPEG file.
Is there an online converter, or other way to convert the drawing to IGS file for Fusion 360?
She would like to mill her drawing into brass on our little Tormach mill.
    I'm stumped.
